Took an on-site interview at a small company, didn’t hear back for a week. Asked for follow up and was told they would get back by EOD. Still haven’t heard back. Is this a rejection?
It’s probable that they want to screen other candidates before making a decision. Just play the field.
Probably. I’ve interviewed onsite at many non FAANG companies and 80% of the time I hear back the same day for an offer.
Probably either another one coming in to compare against or an indecisive hiring manager.
That means you are a possible hire, but not a strong one
Should I ask again for a possible update?
If you have a recruiter, Hiring Manager, or HR contact, I'd ask where it's at if this is still pending.
What happened? Any updates here?

Are tech workers as rich as they think we are?
No it’s slow/normal hiring practice. Especially if interviewing multiple candidates. 1-2 weeks isn’t very long to wait
