Sure I do understand GitHub is under Microsoft, but don't they still have a bit of their own lifecycle for staffing?

I think question like these are asked by boomers. If you have even worked for 1 year, you can understand layoff can happen anyday, anytime. It is just buisness.

These numbers are far under the mass layoffs we have seen with most other big tech, and they are the typical monthly layoff any company with large workforce could have..
There have been 3-4 rounds of layoffs this year at Microsoft, totaling about 4-5k employees laid off. More rounds may come next year. Microsoft is not at all safe, they will do layoffs if required without any hesitation.
A big part of Microsoft's business are commercial customers, so if those companies are cutting back or going out of business, then Microsoft is losing business
