1-- That looks like Walmart's SE3 tc for bay area but since you internally got promoted it's fair enough to put you on lower band for SSE. 2-- Looks like you failed to negotiate with MSFT. Try to negotiate harder with them. At this point, I'd stay with Walmart for better title since tc difference is close to none and would try MSFT for L63+ in few months

I don't see you're getting a good hike in Microsoft. I'd suggest to stay back in Walmart. Msoft doesn't pay good refreshers. For level 61 your refresher would be like 20k for 5 years. So I'd say compare your compensation for next 4 years. It'd give you a better idea. Bing Ads is a slow team. You might not grow much there.
