60k in Minneapolis will go a lot than 100k in SF or Seattlr
depends on how you spend and save. 100k in Seattle goes further than 60k there for me
Maybe they want to get in the game with Walmart and their recent purchase of Jet?

If you received call for Sunnyvale location, it's worth considering. Someone mentioned 60K USD as salary which is 1000 miles apart from being correct. They are well funded, focused and pay very well. They have Developer teams for Goldfish in Seattle, Sunnyvale and San Francisco. You will gain hands on experience with lot of by building things from ground up.
Target does a lot of interesting data analytics. I wonder if they're also considering competing with Amazon
