Understanding of the tech work (even though s/he may be a people's manager), empathy, flexibility, support for the team, attitude of getting things done.

Listens, and asks for your insight. In theory "are you blocked?" is sufficient, but there's far more to people and our interactions than that, a manager with high eq and the right mindset will take everyone very far.
