Got SEE for the past two cycles. Just been informed that base salary post promo is 164K (effective today). Manager said that end-of-year merit increase is possible (but not guaranteed). Seems a bit low compared to new hires. Thoughts?

I recently got a T4 offer with 163k base.
Trust me. All the 100s of SWEs who got promoted to L5 got the exact same amount - 164k (exception to this rule is that there is minimum % increase and that could make you higher). Yes. External folks do get hired with higher salary. There could be so many reasons for that including previous salary. But trust me most of the silent majority of external hires don't get those either. Blind has selection bias.

They assume people who are hired at L5 are better than you and more tenured at this level than you are, who were just promoted. Best time to find a new company is always after a promotion... if you're really that unhappy with your new found money
So you promo to 5 and you found out that your TC will be much lower than new hire 5. What a great discovery! Why limit to base? Try harder to find out the difference of RSU. Now eat the shit or move your ass.

Of course it seems low compared to new hires. As a new promotee, you're at the bottom of the band. If you're a new hire, you're very solidly expected to perform at the level, despite having no tenure. 164K is fine. Be happy. Your ratings aren't factored into your post-promo salary. If you had a Superb, you might be modeled for a modest increase EOY.
I don't buy the argument that new hires are "solidly expected to perform at the level". If anything promotees have shown multi-quarter track record that they've been performing at the next level, whereas new hires just have few interviews to show for that. I certainly understand it's a fact new hires can leverage multiple competing offers to negotiate.
