Yeah, layoffs effectively lock you out of PERM for 6 months already. They’re just making it known to avoid conclusion - I wonder if this implies they’re not done with the layoffs.
Shouldn't it be lock out for 1 month? The 6m window should keep sliding right?
Should be 1 or 2 years at least. How can you lay off a ton of people and then 6 months later come back and say: “Oh noes! There’s a shortage of engineers! Americans don’t want to study STEM…”?
Because new PERM applications will mostly get denied after layoffs. Already applied applications are good and probably they can apply new applications after 6 months

This rule needs to be modified to 1 year and include H1B applications to help protect jobs for US citizens and permanent residents.
A perm takes 9 months to an year for approval and i140 cool off takes another 6 months for a GC line that is 20 year wait. What are you worrying for

Does previous employer approved i140 work for h1b extensions or does it require approved i140 with present employer to be able to renew h1b?

It shouldn’t directly but DOL can audit/reject whatever it wants. It’s possible that they will be less convinced of the worker shortage argument than usual.
