What does the promotion committee consider when evaluating if an employee should be promoted? Do they consider everything? Including how well (or not well) the employee performed during interviews?

How many quarters do the new hires take at minimum to be considered for promotion? Suppose a candidate was downlevelled or hired as high Lx, do the promotion happen faster?

Hiring committees and promotion committees ? For everything that Google does well, both of these are pretty ridiculous.
Interviews don't matter during promo time. I'm pretty sure the committee can't even see your interview performance.
So does that mean once you're hired, interview performance doesnt matter? It doesn't have any direct bearing on one's career at Google (i.e. which teams they can transfer to, promotions, efc.)?
Yeah. Some transfers (intra Alphabet usually) require interviews again but noone has access to your interview performance from when you were hired.
