I’ve heard that there are a lot of opportunities to visit remote offices at Google. How does that work (for SW engineers specifically if it makes any difference)? 1. Do you simply choose some time / office you want to visit? 2. Is there an annual budget based on your level, etc?
Depends on the team. If your team is in multiple locations then it's more likely you will be able to visit those locations. And if you are L6+ you will have more chances to travel as your job will involve a lot of cross team activities.

What do you think is wrong with a kid who got rejected by 9 colleges?
I know on the Maps team they let you travel to the 4 international map offices whenever there was a time during the year. I don’t think there was a specific budget and it wasn’t fully flexible times.
