How calibration works?

I am level 3 for more than one year. We have 7 L3 now in nearby teams. Is there a fixed amount of L3 promo quota every year? I am afraid that I need to compete with all of them. My project is not the most impactful.

Promos typically have no quota. You just stack rank, find the line of what an L4 should look like, find what a clear L3 looks like and argue the grey zone
