Negotiating with Google right now. Recruiter is saying she submits my expectations to the comp committee, and they’re the one that approves it. Does anyone know if this is a real thing? I cant imagine a group of folks sitting there reviewing the comp throughout the day.

Yes, most large companies have it as well. It’s to prevent the recruiter just outright giving you a super high offer in order to get their higher (metrics include % of offer accepted). They’ll lowball you unless you have a competing offer. Though is it really a lowball if you have no other offer?
So if someone has a competing offer but don’t have the competing offer details yet, should the mention of “ hey google , I have a competing offer from Facebook “ should be mentioned before your profile hits the comp committee?
