Anyone at Google who actually knows won't tell you here. One of my team match calls was with a team that worked with server hardware and it was definitely a hush hush kind of group.
All big tech data centers will ultimately have legacy x86 instances and mostly in house custom silicon. The incentive to transition from x86 to Arm may be based on performance, efficiency, and cost but the real game changer is custom control. You cannot get that with merchant silicon. Control applies not only to design but roadmap and supply.
