Google executive committee vs offer review committee?

Are these two committees different? I have been moved to offer review stage after clearing the HC. But it has been more time than expected. Team match already happened before HC. Is offer review committee the last stage or approval and does that mean there will be no exec committee for me? Its for L3 backend role. How likely is it for offer review committee to reject me? I've just switched my job before getting the results from Google, can this be a basis for my rejection? They haven't taken any external references from me, only internal and my recruiter had told me to mail him the reason I am looking for a switch so soon.
