2-3 years for promo. You’ll need a performance rating to transfer internally so likely closer to 12 months depending on when you join since they just switched to 1 year cycles
New GRAD scale supposedly changes things a bit with promo cycles. Used to be you needed consistent L+1 impact for a couple cycles but I think that has changed now.

Not really. Since ratings are only going to be once a year, it is probably harder to prove your worth.

If you had deserved L5 you would have gotten L5. 7 YOE shows you’re probably wrong in rating yourself. You should be asking less about moving internally ASAP or the raise you get after having barely joined the team and instead ask about what you need to do to become an L5 level engineer from googles perspective. L4 is now terminal so to get L5 you need to be above average skill
