Google international relocation

I'm thinking of interviewing at Google in early 2019. I'm currently on OPT (valid until July 2019) and next year will be my final attempt at H-1B. If I don't get through in the lottery, what are the typical options that I'll have for international relocation at Google? Will there be any issues with finding good teams if I'm T3? Also, will I get to keep my RSUs? I'm currently a recently promoted SDE2 at Amazon (~1.5 YOE, TC 170k, 190k+ next year). If I stick with Amazon I know that the transfer process will be quite simple, I'll likely end up in a team at Vancouver. Just trying to weigh my options as I'm looking for a change. Are there any other companies with solid international relocation options for recent hires with visa issues (other than MSFT and maybe FB)?

Toronto. Zurich. Dublin. Sydney. Etc. Keep your starting rsus but future grants will adjust to your location.

Is it easy to find a good team in these places, especially as an L3 SWE? Also, will I need to do interview loops while switching if I've been in the company for a few months?

Unless u do something really silly and get an NI (needs improvement) on perf, switching is pretty easy especially for immigration reasons. Good teams in all these locations.
