If program manager, then yes the title is Program Manager. Some are pretty close to TPMs, but there is no requirement to be as technical as TPM
Every PM onsite has a technical round. Maybe Program Manager, not sure about the requirements.

Program managers don't get tech questions unless they are specifically being considered for technical role. They do want to know that you can communicate effectively with technical people and teams though.
