Had onsite at Google and couple of days later recruiter called to say not moving forward. What could have happened here? Did it go to hiring committee and got rejected or did it not get there even?
I believe there is a minimum average score to move forward, or something to that effect
The best thing now to do is to take this with a positive attitude and if still interested, work harder towards it.
Isn't the hiring committee made up of the people who interviewed?
Not necessarily. They review the inputs submitted by interviewers.

Why does it matter?
Just to get a sense of how fucked up I was!!
Every interviewer score you 1-4, 2 or less means not recommended for hire. Out of five interviews, recruiter needs to see at least three interviewers recommended hires to consider moving it forward to the hiring committee. If your score did not reach that bar the recruiter will not send it to the hiring committee.
If this happened in only 2 days (I assume that's what you mean by a couple), then my best guess is that your interview did not go well. I have learned that Google interviewers, if the interviews do not go well, kill the application at their own end instead of taking weeks to go through the hiring committee.
