Blind had me believe that Google has very high bar for promos and hiring. Looking at dozens of laid off posts from Google it seems everyone was promoted regularly like at government organization and yet got laid off. Is Google really a difficult place to get promoted at by merit alone?

L3->L4 might be easy but it is a uphill battle from there
Why is L4 easy
“Absence of evidence does not equal evidence of absence.” Missing this is a classic fallacy. Of course people who never got promoted are not going to be posting that on LI.
If you’re good, promos come at a decent pace. I know one person stuck at L3 for years and then eventually left. I know some that their skills tapped out at L4. I know others that are really good and have had regular promos from L4 all the way to L7. So no, promos aren’t guaranteed.
L5 expectation is to send a rocket to moon. L5 is the most meaningless level in G. Most of the work s L6 but most are scared to even talk about promotion due to the fear that they may not be able to consistently meet the L6 promotion
L6 is mostly a non coding role. U need good expertise in understanding the system inside out and be able write perfect design docs
Strong consistent performance is required for promotion. From L3 to L4 promo, I had to get 3 SEE ratings and from L4->L5, I waited until I got 4 SEE ratings. I am cautious to make sure I get promoted every time I apply
That seems excessive. I had CME + EE + SEE, then went for L5 promo and got it. Could be different in your org, but I might recommend going for it sooner next time.
