Historically yes but in this environment they are not bluffing. There’s a queue of candidates for every job, I’ve lost offers.

If you already got an offer from Google, you're leading the game. Made them wait, because they want you, otherwise they would have already moved on other candidates.
How long have you put them on hold? A few weeks is generally expected. If longer, then you’re gambling.

A few weeks (~3) seems like a long time to expect them to hold your offer. I would move on if I were the hiring manager but I'm not in FAANG so maybe you all roll a little different.
Why don't you accept one and then negotiate with your other offer?
This is a great way to burn bridges.

Depending on role there are usually runner up candidates and this environment there most certainly are. They should give you an exact date where the offer will expire if they haven’t already. Question is - why are you waiting? I’ve seen very few offers pulled, but the longer the wait I’ve actually seen it lower negotiating power. If you make a team wait three weeks while you offer shop and then come back and ask for a counter they are more likely to say ‘no’ than if you negotiate today under the guise of ‘if you get me here today, I’ll accept today and shut the other role down.’ Unless you’d really prefer the other company, if the offer looks good and you’ve worked to a fair number you should take it.
This is what I would suggest as well. Think about how much you are looking to gain and put it into your overall picture. A few percentage points? They probably aren't going to negotiate a huge swing anyway so go for the job you want and then work within that for a best offer.
What level and role? And do you have an actual offer letter? At lowers levels (3to6) there is a pretty full pipeline… at 7+ we are likely to wait for a few weeks

There are so many talented swe candidates on the market right now. Plus referrals. Plus internals. If you weren’t interested in Google why interview in the first place? Seems like you’re wasting everyone’s time trying to bid companies. I’d be irritated if I were Google too.
