Can someone clarify how Google perf bonus and refreshers work at L4 and L5. My understanding was that both are function of your level. But it seems like bonus is percent of your base and refresher is percent of your joining RSU. Is that correct and what are the percent ranges? Also during reviews, does Google HR artificially bring it down if your base/initial grant was high even if percent/performance wise it's something you deserve? Will know TC in a few days.
Bonus is 15% of base plus a multiplier of target based on perf (upto 1.8). Same with RSU. Nothing to do with initial Grant.

No. Bonus is 15% for both. % for RSU is not disclosed. Reverse engineering it gives around 20% of base. But not sure.
Targeted bonus is %of base, actual can be zero to 3 times of that. RSU are not a fn of initial Grant but again based on your performance, level and business group quota. From exp, on avg performance, GSUs will match your initial Grant vesting (i.e. 25%)

Not true, initial grant can be very huge to offset downlevel.
