What is the earliest one can be considered again at Google if didn’t make it past the interviews? Does it differ between on-site and phone?

The usual wait time is 1yr between attempts, however there is an often used loophole by recruiters to resubmit the candidate for a slightly different job ladder. This allows recruiters to get candidates re-interviewed sooner.
