I sometimes want to downvote/review a search result because it’s so bad. Why isn’t this possible? Also, why can’t I block, for example, Pinterest image search results? I’m always logged into my Google account, so how come I can’t personalize my results like I can on bloody Twitter?

Such a feature would immediately be politicized, with people downvoting links they don't agree with for reasons other than relevance.
If I’m signed in, Google knows how trusted I am. They already use all kinds of signals to rank results, it would just be a more explicit way.
