They might if you are applying for senior executive position.

The compensation committee will consider it, if it is public company equity or late stage private company equity. Especially the ones that Google considers as talent competitors e.g. Facebook or Uber. Palantir should work too. Won't work for other random company equity. Of course it also needs a stellar interview performance if comp is too much of an exception for the position. Source: experience negotiating several offers with Google on behalf of our candidates.
Do they match all unvested shares ? If I have $x that may vest in 4years... Do they match all $x? Only few shares out of them might be vesting in next vesting date.
Usually there is a % they have in mind based on their calculations (level, need, prior relevant experience, potential of the company you are coming from etc) e.g. when Uber was hot, they did 80-90% match. For FB they do more than 100%. Etc. Again, not possible to predict from outside. We have had 7 yr exp engineer from Cisco get a 300k offer from them and have also had 15 years exp person get the same. There is a strong disparity in comp there which usually roots in your prior background, interview performance and negotiation skills.
