Literally all you had to do is make an official window manager and port some Linux tools over. You don't have to deal with an "app gap" or even support Intel for most users. Windows was on the brink with Win8 and you missed your chance to stamp it out.
Most apps are designed for phones or tablets. Touchscreen. No reason a third party cannot do it. There are quite a few Chinese brand Android laptops. Also, newer Chromebooks will let you run Android apps.
