Honestly it saves Google on employees hours if they just eat in. Only loss is for non-tech emp with low TC, I bet it costs like 10k usd per person and that's like 10% of median base salary and even less w.r.t to TC for tech employees.

This is the correct answer. In the Mountain View and Sunnyvale campuses, there aren't enough nearby places. People will leave for lunch and be gone for an hour and a half and be late getting back to meetings. In city offices like NYC, London, Chicago, etc it's not as bad, but it still is very beneficial to not have people leave the office. If they start charging, people will start leaving the office for lunch. If they drop quality too much, people will start leaving the office for lunch.
