Google believes these orgs are a net loss on the business. Its that simple. It believes you do not generate positive ROI for the work you do. So much so that they can pay you for six months to not work and still come out ahead long term. Thats how these decisions are made.

Just because they "can" pay doesn't mean that they "must" pay. Elon "can" pay me a billion dollars and it wouldn't even register for him.. But will he?

Severance is a one time charge, salaries and benefits are ongoing. It is cheaper to layoff than continue employment for positions no longer required.
Severance is money already spent by hiring. Calling it the cost of layoffs is a bit disingenuous.
