Dumb policy to implement company wide. Dell used to champion remote work when I started in 2010. I’ve been full remote since 2014. Unless they offer a significantly higher salary I’m not about to move just to go into an office so I can take all my video conference and phone conference calls from there instead of home.
If i9 is the cutoff then I actually think the mandate is fine.
There’s really nothing special with i9. Like, i10 comes with a bunch of extra expectations, but i9 doesn’t really give you any real authority to affect change or “lead”.
No ability to move up from I8 if you are remote.
I am going to badge in, collect my free coffee, and go home. I work 24x7 sometimes, and was hired remote.

Word is they'll be tracking IP to combat this. They'll know when you aren't on Dell network.
