Yea once you hit the max you’d get a lump sum payment instead of a merit increase
Thats not a good deal though, your merit increase will always be at fixed base pay after you hit the max limit.

That used to be true. LL6 and higher can be ICs now
Non HTHD is $153.5k, HTHD is $184.3k. If you hit that you won’t receive merit but a lump sum.
