I’m currently on my OPT, and will participate in my 2nd H-1B lottery in 2019. But I really don’t like my current company, and plan to jump ship somewhere else during 2019. So I can either apply for change of status option, then jump ship after Oct 1st if get H-1B. Or if using consular option, can I transfer my H-1B to new employer if not activated but approved? Anyone does this or know this? So I’m thinking about which option to choose. If without jumping ship problem, I’ll choose consular option for maximizing OPT time purpose.
You need to move to H1B visa first before you can start transfer process, so consular notification doesn't help here. Source : I am doing the same this year, had an H1B approved from few years back and moving to it now in current company so I can move out

Yeah, it does depends on how soon u want to move out though, if u want asap then change of status would be relatively faster
