If Hamas was operating within Israel and hiding amongst Israelis they might have many more resources to avoid collateral damage. In fact you kind of see this in the West Bank. There’s cooperation between Abbas and Israel. The IDF has more resources to target the people they need to target. So there’s way fewer Palestinian civilians being killed.

I'm generally an Israel supporter (I believe in Israel's right to exist and defend itself from attacks) but their actions in the West Bank have been very wrong for years. Netanyahu and the right are allowing more and more illegal settlements in order to change the status quo and make a two state solution impossible to achieve. I think there could be peace next week if Israelis would pull out of all settlements outside of 67 borders and Palestinians would accept a two state solution. Unfortunately, the far right leaders on both sides are pushing actions that make that farther from reality. Peace is possible - I think peace would have happened already if a far right Israeli extremist hadn't assassinated Israeli PM Rabin in 1995. He was legitimately interested in PEACE and almost made it a reality

The conditions in 2005 after the second intifada were very different. In the 90s, Rabin was able to sign the Oslo accords and the leader of the PLO officially recognized Israel (and Rabin recognized the PLO officially) and both sides were calling for peace. Oslo accords momentum was derailed by Rabin's assassination.
