How do Facebook referrals work?

I got a referral for Facebook last week. Today I got a mail from a recruiter regarding an opportunity for Enterprise Engineer role. I'm a SWE currently and looking at blind posts it seems that this role is a step down. Should I inform the recruiter that I'm not interested for this role? Will responding no for this role stop other fb recruiters from reaching out to me for SWE roles for this referral? I want to know how fb referrals work in the sense that do recruiters independently look at the profile and mail the person with their respective openings? TC: 120k
