Some tech companies don't require candidates to go through interview loops for team change. Examples I know of include Google, Uber, LinkedIn. Maybe others as well. So how do Hiring Managers recruit for particularly hot teams? I imagine there would long queues of eligible people trying to switch to core teams in Brain for example. How do they identify the best candidate?
There probably is still some interviewing, like a chat with the manager. They can also review your commits and design docs.

These companies hire candidates into a general pool and then they select a team. If they trusted them the first time to join any team, what sense is there to ask them to interview again to join a different team?
That was not the point of the question. What I want to know is how hiring managers choose when there are more internal applicants than there is headcount, since he can't interview them again, assuming all of them meet the eligibility criteria.
