How to get out of Talent Acquisition / Recruiting?

So I've been in recruiting for about 9 years, some working remotely, some in an office. I've always been a top performer, but am overlooked or suppressed from career advancement opportunities. I had a technical MBA and an undergrad out of the field. I have a few certs in change management and six sigma, but not the engineering degree most companies seek for opportunities that interest me. I feel I am typecasted in this role and my current company is iceberg slow in career advancement. That and IMO 10 to 15 years behind in technology. I have interests in strategy and project management. I have done some marketing and sales, and some other non relevant works towards what I want to do. Any advice?

The Mech Eng or Chem Eng programs I want are sadly about starting over and would take 3.5 or 4 years. I don't want to wait that long to get offers for way less. I have like 17 certs on top of the degrees. I'm not sure education will allow me to pivot and make the money I want. My other option is starting my own company. But I have not done fundraising. I feel I have an industry busting concept and have gotten favorable feedback in interviewing potential customers.
