I'm up for a promotion in Google soon. This will be my first promotion (2.5 YOE), so I don't fully know if there's any space for you to negotiate your compensation. I started with a fairly low base for SWE II - 105k, 90k stocks - since I didn't have any competing offers then. I wanted to see if I bring up potential competing offers now would be seen as negotiating leverage, or rather an offense.

Only if you are important and your VP values you, as he would have to approve it. Usually the work of people below L5 is not visible at VP level.
Google, like many other companies, has a performance review process. Salary adjustments are merit-based. If you perform well, you should get relatively significant base bumps.
You donβt negotiate promotion raises. Get the raise and work for next promotion/raise or look to switch companies
