What is the history? When did it start? How successful or not? How much did they spend or waste or whatever?

It depends on your unit. Since most of IBM seems to come through acquisition there is really little knowledge sharing or consistency in how anything is done. If you ask an IBM exec theyβd convince you that it was a consultant at IBM who dreamed up the Snowbird meeting where the manifesto was drafted and signed.
Haha... I have Agile experience outside of IBM before. I went thru IBM internal sites, playbooks, training materials... The reality is many are just scams and hype, nothing is improving. It's sad that the high tech industry buy into it do much. π
