My manager in the previous company no longer works there. My immigration team said I can get the letter on plain paper, but I read online that few people have got RFEs in such cases. Anybody has submitted such letters on plain paper and got I-140 approved?

Reach out to the HR they will route to your skip or someone else who worked with you. Better be thorough than sorry
My previous company no longer exist. I got experience letter on a plain paper and got my former manager to sign in front of notary. Worked for me.
