From what I've seen IBM won't do much in signing bonus. Average is $10k-$15k.

If it’s for B9, negotiate more. IBM is frugal and won’t increase your base much once you’re in. They may talk about profit sharing. Don’t count on it. Get 15K sign-on.
Bonus - I'd expected lots of $0 bonuses in your future unless this role is special in some way I'm unaware of. Band - Ask the recruiter what band it is. I'm surprised it wasn't in the offer letter. But I'd guess b9 based on the base offer.
