Try to negotiate with PAN that the only thing preventing you from joining them is you're a contractor and you have another offer. Your full time salary might get reduced though. If you goto ibm use it as stepping stone and gtfo in a yr or 2
Which role is this? Go to IBM, you can stay there for 2-3 years. Its not as bad. The only issue with PAN is that it's a contractor role. Future job switching and salary negotiation will get affected.
PAN as contractor. I wouldn’t even encourage my worst enemy to join IBM.

Permies are slaves, contractors are free. Our relationship with the biz is honest, we know they'll drop us in a second and take 30% in return for no benefits. Full timers get taken into a conference room when they hit 40 and pink slipped.They don't know how to interview, don't know any other recruiters, over inflated idea of their own market value due to years of auto increments.
