If jobs market was really tough then most of the immigrants themselves won’t show up or get sponsored. Remember 2008 when all quotas went empty for 3 years? However last year we had record applicants. Recession is just mostly focused unproductive sectors of tech like PMs and big tech overpaid employees like meta and Google. Most of immigrants are hardworking productive sector where job market is still booming. Recession is only for lazy entitled employees who need paycheck because they were born here.
Foreign candidates are better bang for the buck, they are smarter, work harder and are more appreciative than citizens.

I think something simple like every citizen the company layoffs temporarily stopped their ability to add new H1B people for a few months for the company. The purpose is to allow a company to hire skilled people because you can't find enough in this country. If you're eliminating people from that position who are citizens then you basically demonstrated you don't need any more from outside the country. Layoff today, 6 months waiting for the next extension hire
A company may fire a citizen because a foreigner is more efficient. It’s not about being able to find an employee. Is being able to hire a skilled enough employee which also works hard.

Job market is tough for everyone, including H1Bs. Companies are going to look for the best candidate for the job. Doesn’t matter if they need a visa or not. This is no charity.
