I think that the stupid is you. There is some type of mail that won't be forwarded if instructed by sender.. read first then speak.. BTW be nicer next time because my question was genuine

No. Most states don’t forward official documents like that. It’s at the request of the agency to have it returned unforwarded. Their logic is a thief could request a new ID and have it forwarded to his address, and you’d never know. Source: USPS employee.
