Both are but I've seen very few manager layoffs as compared to ICs in AMD. But again we have very few people managers..most of them are tech leads with reports..
In my experience IC vs manager doesn’t really make a difference, what truly matters is the impact of the work your team is performing vs how strategically important that work is for the company. Obviously the ratio will always favor managers as there will always be more ICs than managers, with the exception of small-ish startups where flattening an org that was previously starting to scale up is fairly common.
