I have never heard numbers that high for Tokyo. We're at or near the top for Tokyo tech but not nearly that high
If it's an external recruiter they might not be familiar with Indeed's comp structure. Based on my research it's possible as an L3 engineer to get 15-20M salary and then after the incentives kick in after your 3rd year it will be around 25-35M total comp (depending on company performance). Cost of living about the same as San Francisco/Bay Area.
