India EB-1 monthly issuances

Oct 2023 - 4 Nov 2023 - 2 Dec 2023 - 14 Jan 2024 - 9 Feb 2024 - 27 Mar 2024 - 58 Do the numbers shown here reflect how many people are coming out of the India EB-1 queue each month?
This could be only consular processing route and doesnโt include within US adjustment of status. Otherwise the numbers are too low even if you apply country cap 7% (which is not triggered since RoW is current)
58 is way too low to include all EB1 for India. Eventually everyone with PD between 2014-20 will want to move to EB1 to get their GC
There should be 0 visas .. jobs for Americans!
