Good. Finally some model that works. Chaebol is much better than govt building everything. HAL took 40 years to build Tejas flight. DRDO took 35 years to build bhima tank which fell on its face in field test. Indian model is close to Israel type private partnership model than chaebol type.

It has always been like that for India. Top 5 business houses own a big chunk of wealth (say 30 to 40% of total stock market). The government is too powerful in India, and it has bestowed all favors and wealth to Adani. Not sure if he can make it work.
chaebol is different than you described. what you described is capitalist society where big business houses own everything. chaebol is slightly different, there govt dictates goals to business on which field to enter, provides finance on lenient terms, monitors progress. the private companies will execute, pocket the profits. in the end, govt gets self sufficiency, employment, its money back.
I guess apart from monitoring progress, Indian govt would do the rest of the things you mentioned. For most businesses, things are heavily regulated and there is massive corruption and hyper crony capitalism. The govt can choose anyone to do the job whether they have prior experience or not.
It only works well if these companies do their jobs in innovation. If it's filled with incompetent nepotism, then it's just another oligarchy system
