I don’t use insta frequently. Recently I downloaded to get clothes recommendations and theres a friends profile that keeps popping up in my feed. Why is that? Are they stalking my profile or does it have something related to my activities in the past in Insta? Any avid Insta users? TC:150
If you have saved his phone number, email id based on that also they can suggest profile. Your facebook friend list has that person then also you might see him in suggestions.

Ever heard of graph search? If that person can be traced by email connections or phone numbers in ur contacts via 1st or 2nd level connections, they show up.
So that means I’m not stalking them or they are not stalking me at all. its just more edges connected we have on each other so they will show up higher?
