If I interview with a certain division - say google cloud, can I still get matched with teams in other orgs, like youtube/ads/etc? Also if I really want a particular location like NYC, can I just wait in team match for a long time until a team is interested in me or is this not advised?
The number of externally posted openings in NYC is miniscule.

Do not count on it. Are you not paying attention to the fact that most opens are in low cost countries?
You will be waiting indefinitely and competing internal candidates. If thats what you want, go for it
I am waiting for Google NYC as L4 SWE for 1y. And I have approved hiring committee. There is 0.0001% chance you will get NYC this year. It's literally impossible. Recruiters don't care, you will need internal network to help you and even then is impossible. Let me put it this way, I am a friend with 3 engineering directors from NYC (family friends) and they cannot get me in. And let me repeat again, I have approved hiring committee, they can hire me tomorrow if the headcount opens up. There is none though. If you go to Google Careers and write New York, you will see 10 open positions for L4, I know who is hiring for 8 of them. And they're filled up already.

Recruiters will do the bare minimum. If you really care about getting in, just accept the first team you match with and transfer internally later
