Right now, Google Tensor SoC relies on Samsung modem. But we see many job posts from Google about cellular modem development. Do you think Google would take such risks, knowing that Apple has been struggling for years to accomplish the same? Any other clues to consider?

Google will not be trying to make money with their modem. It’s gonna be one of their internal hobby project.
Yes, they don’t have 5G patents and will be paying royalty to Qcom . I don’t see any business case why they should do modem except burning cash 💰
But they are probably already paying royalties since they're using 3rd-party 5G modems. Also, they acquired Motorola for the patent bundle.
No that is L2 level software stack. They are trying to optimize that for Android
Those are software roles, there’s a lot of software effort that goes into making a modem perform at its best.
Have several MST friends who got laid off now in Google as Wireless System Engineer /PM, they are definitely working on a modem. Why? Who knows…
Not internal modem. The hiring is no way near to the scale that is required to develop own modem. The main hiring is in testing (TPMs) and software / firmware roles for optimization
