Wrong. Depends how much experience the person has. If they are at the higher end of L5 at google and do well at the interview, L6 is doable. Not for someone who just got promoted to L5 at google though.
Secluded, no. Normally senior at G matches to 5a. Unless you have been senior for a while and/or do very well in interview.

What were you before Uber? A lot of people who joined Uber very early on got promoted really fast. Not surprising for them to get downleved elsewhere.
Promo at Uber used to be faster than G, that’s why you will see some high performers with 3 years experience are promoted to Sr, and down leveled by G. But now promo at Uber has committee review, tenure on each level is also being considered.
