for swe? people whose job is to establish red tape as checks and balances and bs documents (that nobody has time to read) to ensure that everything slows down and we dont get anything done?

Shit slows down and docs need to be created once a project is big enough to not fit in an individual's head easily. I'm not sure what you mean by red tape but most of that is done to protect against outages.
I think you don’t have experience leadings a large org, you will understand it’s usefulness in scaling teams once you get there

It works if it is done for the sake of scaling and not just for the sake of process. So balance is important
