If I get a petition and have citizens impacted by layoffs sign it, how is it legals to have all these h1bs employed while citizens are laid off and unemployed? Seems ridiculous

Do it and more importantly write your congressional representatives and media outlets. I love my H1B brothers and sisters but the visa abuses by these companies are insane and causing further inflation and housing unaffordability not to mention stealing jobs and making jobs less pleasant as companies know they can treat employees poorly since so many of their employees are visa holders and therefore cannot leave.

Definitely you lack of information. Lot of folks on H1B visa are getting laid off. It's super difficult to find jobs for the folks on H1B visa because they only have 60 days to find a new employer and get H1B visa transferred, otherwise they have back to home country or apply for change of status. Also, most of the companies are not hiring folks on H1B visa currently. This is my personal experience, got laid off 3 times in 12 months. I recently joined as contractor after 5 months and most of the companies were not sponsoring H1B visa or giving priority to folks not required visa. I paid all expenses my own, including medical insurance. Now you would feel little better after hearing this. So stop playing victim card. Folks on H1B visa are living legally, paying all taxes still there is hatred while there are folks who are coming illegally and there is lot of sympathy for them.

Government knows this is an issue and is already starting to crack down in non direct ways first. Look at the crackdowns in lottery this year. Depending on elections, things could get brutal for visas.

Government manages h1 visas right? So they should be adjusting visas to all the layoffs last few years
Government only gives out about 80k new H1B visas. If you’re saying that 80k in all of USA across all industries is hurting your prospects - I don’t know what to tell you. If you’re suggesting that government control and rescind all H1B petitions that are cap exempt - basically folks who are already here but are stuck in long green card queues - then US no longer attracts any outside talent and a large part of the workforce in each of the companies can no longer stay in US. Consequence of that would be that the jobs would be outsourced to countries where they can stay.
